This looks like a job for AquaGirl

The Lisa Morel version of Aquagirl.

I had some fun drawing the background here.

I saved some steps in the process of drawing her, images after the jump.

The initial Sketch, before all the changes I decided to add.

I add some color references to ease the coloring, (that way I don't have to go to the palette every time I change color.

then I drew her as best I could..

Then I smudged, smoothed, and done all the corrections (except the hair)

After that I added the Background.. done some more minor corrections.. and Done.
